Advisory services regarding European funds

Through advisory services in accessing European funding, the Mușat & Partners team offers support and optimal solutions so that your ambitious plans are turned into reality. Through a well-developed project management system, our team provides you with support and advice throughout the project start-up, monitoring the following stages:

1. Identifying Funding Sources
In this first stage we will analyse the proposal, establishing the eligibility of the beneficiary and the project idea; we will identify existing funding sources and propose solutions to obtain maximum grant funding.

2. Project Elaboration
During this stage, we will define and organise the project activities, draw up the business plan with the feasibility study and write the funding application, after which we will submit the project to the administrative bodies for evaluation purposes.

3. Project Implementation
Once the project has been accepted, the implementation phase follows, during which our team will be at your disposal to ensure that all the criteria and rules required by the funder are complied with, avoiding any mistakes or situations that could result in the project funding being delayed or the reimbursement of expenses being cancelled.

4. Project Monitoring
Even after the completion of the project, our team will not leave you alone, but we will provide you with Post-Contract Support services, depending on the specifics of the project and the needs encountered.

Budget allocated to Romania in the period 2021-2027 for European funds

The European Commission has allocated to Romania approximately EUR 31 billion (current prices) from the 2021-2027 European Cohesion Policy funds, which have been divided as follows:

  • European Regional Development Fund (ERDF) – EUR 17.715 billion, including EUR 392 million for European Territorial Cooperation. This budget is dedicated in particular to digitisation, sustainable development, social inclusion or health;
  • European Social Fund Plus (ESF+) – EUR 8.385 billion, which will support social inclusion, healthcare, education and employment;
  • Cohesion Fund (CF) – EUR 4.499 billion, including the allocation of transfers to the Connecting Europe Facility (CEF) – EUR 1.091 billion, of which only 70% available to the Member State. The money is allocated to develop the transport sector and will support sustainable development;
  • Just Transition Fund (JTF) – EUR 1.766 billion, allocated to support the economic diversification of the most affected regions.

Romania will benefit in 2021-2027 from nine Operational Programmes related to the implementation of the cohesion policy at national level:

  • Just Transition Operational Programme ( JTOP): EUR 1.76 billion;>
  • Sustainable Development Operational Programme (SDOP): EUR 4.615 billion;
  • Transport Operational Programme (TOP): EUR 8.3 billion;
  • Smart Growth, Digitisation and Financial Instruments Operational Programme (SGDFIOP): EUR 2.143 billion;
  • Health Operational Programme (HOP): EUR 4.73 billion;
  • Education and Employment Operational Programme (EEOP): EUR 7.722 billion;
  • Inclusion and Social Dignity Operational Programme (ISDOP POIDS): EUR 2.594 billion;
  • Regional Operational Programme (ROP);
  • Technical Assistance Operational Programme (OPTA): EUR 597 million;
